Commission backs Army Corps main-stem study for Spring Creek, with county match

Planning staff briefed commissioners on an Army Corps of Engineers Phase 2 scope of work for the Spring Creek Watershed during the April 16 meeting and presented funding options and priorities.

"It's, $482,000, with our match being $241,000 of that," Planning staff said when describing the cost to study the main stem. Staff explained that adding three tributary studies (which have not been studied before) would raise the total to about $889,000 and increase Wilson County's match to roughly $424,500 because the tributaries require more field work and linear-foot-based analysis.

Commissioners discussed trade-offs and prioritized the main stem because that corridor carries the majority of the flow and includes known inundation points (notably the Bluebird Road crossing). Several commissioners favored advancing the main-stem study now and phasing tributary work over future years to spread costs. After debate, the commission moved and approved a motion to enter a contract for the main-stem study (extent described up to Greenwood Road) and to coordinate funding and timing with the court and budget staff.

Planning staff said they will coordinate with the court and confirm the funding source before the budget committee action and will send documentation to commissioners. The commission asked staff to return with contract details and projected timelines for work and budgeting.
