At the meeting's first public hearing on item 8B1, an attorney and the property representative for Lux Holdings described a targeted zoning amendment to allow event use in the northern building and courtyard at 3910 South Rural Road.
The applicant, represented by Adam Baugh, said the proposal would rezone only the northern building and courtyard (roughly a 2,600-square-foot suite and courtyard) to allow limited events such as small receptions to generate revenue to offset deferred maintenance while keeping the property primarily an office building. He described a good-neighbor policy that includes an on-site parking attendant to manage parking and a proactive complaint response plan. Proposed self-imposed hours were 9 p.m. on weekdays and 10 p.m. on weekends.
Councilmembers asked about shared parking and neighborhood outreach; the applicant said a required neighborhood meeting had occurred and staff supported the proposal. Mayor Woods opened public testimony; no members of the public spoke on the item. The council set the second and final public hearing for April 30, 2026.
