Jen Davila asked the Bluff Planning & Zoning Commission during a pre-application work session on April 16 for guidance on splitting a half-acre from an existing residential parcel in town. "I am proposing to do a land partition," Davila said, and told commissioners she has a completed application form and site drawings.
The commission advised that the proposal would be processed as a minor subdivision under the town's subdivision ordinance and that the key determiners are utilities and buildability. Commissioners noted Davila has obtained site work and utility information: "We've done test holes and have them approved by Dennis Youngway and have an approved design by Quinn Palmer," Davila said, and confirmed culinary water staff had indicated water would be available.
Commissioners emphasized the town's duty is to protect future buyers from purchasing lots that cannot be built on. "We need to protect that a buyer from getting this half acre and having someone say, well, you can't put a sewer there," a commissioner said. They recommended Davila include septic plans and utility confirmations with the formal submittal; those materials can accompany the application rather than being completed that evening.
Commissioners also reviewed dimensional requirements: the residential district minimum lot size of one-half acre and typical setbacks discussed include 15-foot side yards and a 25-foot front yard; the group clarified how the town determines the front yard and how addressing or driveway placement affects that determination. Davila said the proposed home location and driveway access were planned to meet the setbacks discussed.
Next steps: Commissioners asked Davila to file a complete application packet with site plans, septic design and written confirmations from water and sanitary authorities. The commission noted the next regular P&Z meeting is May 6 and said the application would be placed on the agenda; if the application meets minor-subdivision exemptions and requirements it may proceed without additional internal review steps. The commission did not take a formal vote at the work session.
