Katy council approves Champions Chapel permit, defers large Katy Court rezoning and moves several maintenance contracts

April 13, 2026 — The Katy City Council acted on a range of zoning, maintenance and capital items during its regular session.

Zoning and public hearings: The council approved a special‑use permit to allow Champions Chapel International to occupy 6193 Highway Boulevard, Suite 201, after a brief public hearing and a motion by Mayor Pro Tem Chris Harris and a second by Council Member Robertson. The council opened and closed the hearing and approved the ordinance by voice vote.

On a separate item, councilors heard extensive public comment on a proposed amendment to the Katy Court Planned Development District that would add about 33 acres for commercial and mixed‑use development. Homeowners from Heritage Park West urged stronger buffers, masonry screening, limits on noise and enforceable protections for adjacent residences. Council Member (Ward B) moved to tag (defer) the item until both Ward B council members are present; the item was deferred to the April 27 meeting with no action tonight.

Contracts, maintenance and budget items: Council approved several routine and capital items:
• A scope of work for maintenance and repairs to the City Hall clock tower (change order of $6,830; new total $43,042).
• A job estimate for a roof replacement at 903 Avenue D (estimated $14,876; total project cost $17,107.40). The council approved a budget amendment to account for that use of general fund reserves.
• Agreements for Insurance Services Office (ISO) rating consulting for the fire department and a professional services agreement for a fire chief selection process.

Parks project and bids: Council reviewed bids for the 3B Learning Center amenity improvements (low bid presented as $315,722.24, total project cost $340,472.24). After debate about public access and project scope a councilor moved to reject all bids and return the project to the drawing board; the item was then recorded as tagged/deferred and will return to the April 27 meeting.
