Board delays Anderson Bush OPA as staff seeks more detail; director reports River Commons cleanup and Skyline Broadway progress

The Idaho Falls Redevelopment Agency postponed action on a potential owner participation agreement for a third senior‑housing development in the Anderson Bush district to allow staff and the developer to answer questions about excavation and pricing.

Brad told the board the site plan and cost estimates were provided in the meeting packet and that "most of that is rock blasting, and removal, amounting to just under $1,000,000." He said staff and legal have scheduled a call with the developer to clarify unit prices, whether fill material is included, and how backfill historically has been handled; staff expects to bring the OPA to the board in May after that review.

In the director’s report, Brad said River Commons cleanup of the 'boneyard' is on track for completion in April, though crews encountered an unexpected pocket of debris that used more of the project funds than anticipated. He reported the Skyline Broadway eligibility study was approved by the city council on April 9 and that staff will meet with the applicant to begin economic feasibility work. The Willow Creek plan did not appear on the packet because the legal description and map were not yet complete; staff expects to include that item in May.

Board members praised the concise director notes and asked staff to continue including district updates. The board did not take formal action on the Anderson Bush OPA at the meeting; staff was instructed to follow up with the developer and return a clean, complete OPA packet at the next meeting.
