Planning Board outlines schedule for fall 2026 town meeting, flags seasonal communities zoning

Planning Department staff told the Planning Board on April 14 that the fall 2026 town meeting schedule has been shifted earlier, which shortens the board’s public‑hearing window. Staff proposed beginning discussions on zoning amendments in June, holding public hearings in July and August, and returning recommendations for early September so the October town meeting timeline can be met.

Staff emphasized that for the Commonwealth’s seasonal communities program there are two required zoning articles — one enabling tiny homes and one enabling development of undersized lots — and explained that other benefits associated with the designation (for example establishing a housing trust or municipal employee housing programs) are contingent on passing the zoning. Staff recommended addressing the zoning articles first so the community can then access the program benefits.

Board members discussed consolidating many housekeeping bylaw corrections into a single article while reserving larger or more complex bylaws (such as transfer development rights, floodplain overlay, and parking/circulation changes) for separate articles. Planning staff said they expect to circulate a draft list of amendments by the next meeting so the board can prioritize which items to bring forward for town meeting.
