Task force considers scaling DSP "Troop 2" retail-theft model to Kent, Sussex counties

Task force members reviewed a recommendation to consider expanding the Delaware State Police Troop 2 retail-theft staffing model beyond its current jurisdiction.

Julie Wenger, of the Delaware Food Industry Council, said the group should call out the potential to "expand the Troop 2 program to Kent And Sussex Counties" and referenced DSP's rough staffing estimate of "expanding 10 10 officers for the expansion into Kent and Sussex County." Members agreed staff should draft language clarifying that the Troop 2 model could be considered for replication and that any formal recommendation should be reviewed with DSP to ensure accurate framing.

The chairs said they would circulate proposed wording and run it by DSP before the final meeting. Members emphasized that the report should describe the model as a potential option rather than a formal DSP request unless DSP had made an explicit recommendation.

Next step: staff to draft and circulate recommended wording for the report and consult DSP on framing prior to the final meeting.
