House Judiciary Committee Reports Three Measures, Adopts Amendments

At the April 15 meeting the House Judiciary Committee voted to report three items out of committee with individual recommendations and attached fiscal notes.

HJR 31: Committee adopted Amendment 1 to remove specific campaign finance provisions while retaining language clarifying that constitutional rights belong only to natural persons; amendment 2 (AI-specific language) was not offered. The committee voted to report HJR 31 as amended and authorized Legislative Legal Services to make technical changes.

HJR 28: Representative Ted Eischeid presented a resolution urging Congress to pass the Kids Online Safety Act. Staff explained the current iteration focuses on platform design features and algorithm regulation for minors rather than sweeping content access restrictions. Committee members asked procedural questions about how and when passed resolutions are transmitted to intended recipients; staff acknowledged transmission practices vary and the process may be refined. The committee voted to report HJR 28 with recommendations and a fiscal note.

HB 74: Representative Tomaszewskis bill would make it a crime to install or manufacture counterfeit or nonfunctioning airbags. The committee withdrew a prior committee substitute and adopted Amendment 1, which narrowed the offense to knowing installation, reinstallation or manufacture of counterfeit, nonfunctioning, or noncompliant airbags and removed a now-irrelevant "recalled" definition. The committee reported the bill out as amended and will sign paperwork after adjournment.

What happens next
Each reported measure will follow the legislatures internal steps for transmittal and placement on the calendar; Legislative Legal Services was authorized to make technical and conforming changes where needed. No final chamber votes occurred during this hearing.
