Committee advances bill to modernize alcohol licensing, add bottle-club and special-event venue licenses

A sponsor presented Senate Bill 243 as a broad update to Title 4 of the Delaware Code that deletes outdated provisions, clarifies common industry terms (including definitions for package stores and importers), and creates two new license categories: a bottle-club license and a special-event venue license. The sponsor also said the bill removes an unduly restrictive global production cap on distilleries that had affected firms such as Dogfish and Boston Beer and noted a senate amendment that removed a 60/40 food requirement for restaurants.

Committee members said the bill will help district businesses and thanked the commissioner for work on the measure. There were no public commenters. A motion to release the bill (with the senate amendment) was passed by roll call; the clerk announced that the bill had received the required votes and was released from committee.
