Socorro council denies $62,620 permit-fee waiver for Lower Valley Water District Mesa Verde sewer project

The City of Socorro on April 16 voted to deny a request from the Lower Valley Water District to waive a $62,620 excavation permit fee for the Mesa Verde sewer improvements project.

Lower Valley Water District chief operations and technical officer Ed Long told council the project provides first-time sewer service for Mesa Verde residents, includes full road reconstruction on three streets and the decommissioning of septic tanks, and is funded through a bond the district will repay over a 25–30 year term. Long said the district expects construction to last roughly six to eight months and said the district has in some past projects waived fees depending on funding sources.

Council members questioned precedent and the city's ability to absorb tens of thousands in waived fees while the city itself currently has major capital needs. The mayor noted that the council had just authorized certificates of obligation to address infrastructure and that the operating budget cannot support broad fee waivers at this time.

After discussion about resident impacts and the district’s ability to seek board action to cover resident connection costs, a motion to deny the waiver carried by voice vote.

Ed Long and city staff said the district will consider returning with alternative proposals, and the council emphasized equity and budget constraints as central to its decision.
