The council reviewed and adopted the Community Development Block Grant (CDBG) annual action plan for 2026-27.
Staff explained the plan as year four of the city's five-year consolidated plan and presented the funding allocation: a primary infrastructure project (grind-and-overlay on Riverview Drive) that meets HUD income-eligibility criteria for CDBG, nonprofit allocations recommended by the CDAC (Path of Life and Family Service Agency), eight home-rehabilitation grants (up to $15,000 each, totaling $120,000), and program administration and fair-housing contract costs.
Staff noted CDBG funding stability is not guaranteed at the federal level and urged continued advocacy; program manager Robert Vasquez was recognized for strong administration and an absence of negative HUD audit findings. Councilmember concerns about wording in the five-year goals were discussed and staff agreed to note suggested clarifications for the next consolidated-plan cycle.
With no public speakers, the council voted to adopt the action plan by resolution; the motion carried 5-0.
