The Town Council of the Municipality of Kingston voted 6-0 on March 16 to introduce Ordinance 2026-4, which would amend definitions, zoning district regulations, supplemental use regulations and off-street parking and loading provisions in the 2023 Kingston Zoning Ordinance. The special voting meeting was held at the Kingston Municipal Building, 500 Wyoming Ave.
Council President Kate McMahon told the body that the March 2 meeting minutes would be adopted at the regular voting meeting in April and that the sole item for the special meeting was introducing the proposed zoning amendment. McMahon said that "introducing the ordinance was required prior to adoption" and that council and legal counsel anticipated slight adjustments to the ordinance language after reviewing comments submitted during the public hearing.
Council Vice President John Chernesky moved to introduce Ordinance 2026-4; Council member Bill Manley seconded the motion. The council then voted in favor: Bill Manley, Paul Keating, Nancy Cooper, Al Littzi, John Chernesky and Kate McMahon voted yes. Councilmember Doug Rush was recorded as excused. The motion to introduce the ordinance carried and the ordinance was recorded as introduced.
The ordinance text described at the meeting would amend Article 2 (Definitions), Article 5 (Zoning District Regulations), Article 8 (Supplemental Use Regulations) and Article 10 (Off-Street Parking and Loading) of the 2023 Kingston Zoning Ordinance. Officials said the introduction is a procedural step that allows for further legal review and the incorporation of public-hearing comments before a future adoption vote.
With no further business, Council member Nancy Cooper moved to adjourn, seconded by Paul Keating; the special meeting adjourned at 8:52 p.m. The council will take up the March 2 meeting minutes at its April regular voting meeting and will schedule the next steps on Ordinance 2026-4 as required by local procedure.
