Committee forwards peer‑navigation and emergency‑management contracts — including $200,000 wildfire annex — to April 22 consent agenda

The Snohomish County Health and Community Services Committee on April 14 forwarded several contract and program actions for full council consent consideration on April 22, including an amendment to a peer‑navigation contract, an emergency‑messaging broadcast agreement, and a wildfire protection planning contract.

Council staff Cynthia Foley told the committee that Amendment No. 2 to the Department of Health contract with ODAT Services LLC would increase full‑time peer navigators from one to two and expand scope to provide wellness kits; the amendment raises the contract ceiling by $35,050 to a new not‑to‑exceed total of $140,250 and is funded by the CDC Foundation. "Amendment number 2 increases the contract not to exceed amount by $35,050, bringing the total to $140,250," Foley said.

Foley also described a proposed agreement between the Department of Emergency Management and SR Broadcasting Co. to provide daily emergency preparedness public‑service announcements, airtime for real‑time broadcast capability from the Emergency Operations Center, and messaging to convey critical information during incidents. The committee was told the agreement is intended to improve the county’s capacity to reach residents during emergencies.

Finally, staff introduced Motion 26‑149, a proposed professional services agreement with True Wind Collaborative LLC to prepare the Snohomish County Wildfire Protection Annex and conduct partner engagement (mapping, inventories, and public outreach). The contract ceiling is $200,000 and is to be funded by the Community Wildfire Defense Grant.

Chair (functionally identified) asked for objections; none were raised and the items were moved to the April 22 GLS consent agenda. No committee vote on final contract approval took place at the meeting.
