Jim Martin, council staff, briefed the Snohomish County Finance, Budget and Administration Committee on updates to the budget notes and conditions matrix at the April 14, 2026 meeting.
Martin said the proposal for a secure withdrawal management facility is not moving forward. He said $6,000,000 in affordable behavioral-health funds will return to the county’s fund balance, and that $5,000,000 of those funds have been reappropriated specifically for recovery housing.
Regarding facility contracts, Martin said human services issued a contract for the Lynwood Scribe Care Facility to the North Sound Behavioral Health Administrative Services Organization and is waiting for the contract to be returned for execution. He also said there is no update on contamination testing related to housing notes and that the department identified numerous technical, operational and fiduciary issues with the budget note as written.
