Court approves insulation work for Livingston Gym after energy‑cost review

Rockcastle County Fiscal Court approved an estimate to insulate the Livingston Gym following reports of high heating costs. At the special meeting Feb. 26, 2025 the court voted unanimously to accept a $13,088.00 estimate from A&J Nicely Insulation Inc. for 6‑inch open‑cell foam covering the gym ceiling, stage and two side rooms.

Judge Howell Holbrook had noted in the Feb. 11 meeting that only one bid had been in hand and that the court was waiting for another estimate before deciding. At the Feb. 26 special meeting the court reviewed two estimates and approved the A&J Nicely proposal, with Squire McGuire moving the measure and Squire Denny seconding.

The court cited energy savings and reducing winter heating costs as the primary justification. No funding source change was announced at the meeting; project payment terms and timeline were not specified at the time of the vote.
