Douglas County’s Parks Department included an OPRD County Opportunity Grant Agreement (COG26-007) on the April 15 agenda seeking $626,000 to rehabilitate the upper campground at Whistlers Bend County Park.
The project description in the agreement calls for upgrading 12 existing full-hookup sites, converting 14 non-hookup RV sites to full hookup and adding eight new full-hookup RV sites. Work would include electrical, water and sewer service upgrades, installation of a new septic tank and drainfield for the added sites, a new pay station and kiosk, and other site improvements. The agreement lists a total project cost of $1,252,000 and a required county match of $626,000 (50%).
The grant will be paid on a reimbursement basis; the agreement requires progress reports at least quarterly and a final reimbursement request and project photos within 45 days of project completion. OPRD will withhold a final 10% retention until it approves the completed project and final documentation. The agreement names Mark Wall as Grantee Administrator and Jennifer Monroe as billing contact for Douglas County Parks Department; OPRD contact information is provided for grant coordination.
Attachment A in the packet provides a detailed project budget, listing items such as mobilization & traffic control ($140,000), base rock/paving/striping ($217,000), electrical work ($205,000), sewer piping/connect ($140,000) and new septic/drainfield ($120,000). The agreement includes standard terms about prevailing wage compliance, equipment use, conversion and replacement land requirements, and audit/inspection rights.
