Commission denies zoning amendment for outside storage after applicant no‑show

The commission unanimously denied Z2026‑014 on April 14 after staff reported the applicant had not supplied required materials and did not attend the hearing.

Staff recounted the property's history in Planned Development District 46, noted earlier citations and a failed inspection, and reported that required location and landscape screening plans requested at the work session had not been submitted. Staff said initial citations prompted the applicant to secure a certificate of occupancy and a building permit, but noncompliant outside storage remained and staff continued to issue citations until an application was filed. With the applicant absent and no submitted screening plans, staff said the likely recommendation to City Council would be denial.

Commissioners expressed frustration at the lack of engagement from the applicant and discussed enforcement tools; staff described escalating citations from weekly to twice weekly and potentially daily fines to force compliance. Commissioner Bentley moved to deny Z2026‑014; the motion was seconded and carried 7–0. Staff indicated that, after denial, citation enforcement would resume and escalate if necessary.
