The Palos Verdes Peninsula Unified School District board on May 8 approved a one‑year contract with SAGE SoCal to continue providing school‑based mental‑health services beginning July 1, 2024, with options to renew. The motion passed 4–1 after a lengthy public comment period and board discussion about procurement and program performance.
Public commenters split between concerns and support. Joan Davidson questioned the $1 million contract value, whether the district solicited competing bids fairly, the vendor’s prior fiscal relationship with Impact Philanthropy Group, and whether unlicensed interns would deliver services without adequate parental notice. Several commenters, including parents and students, urged the board to approve SAGE, citing student survey data and examples of the program’s services and outreach.
Superintendent Dr. Serrano told the board that outside legal counsel reviewed the RFP and the proposed contract, that SAGE had been subject to fiscal oversight by IPG and disclosed a planned transition to fiscal independence (SAGE SoCal Inc.) effective July 1, 2024, and that the organization had provided required documentation. Serrano said the pricing was competitive and the provider had met contractual expectations during four years of partnership.
Board debate centered on process and transparency. One board member said legal review had addressed concerns; another urged greater public access to the legal analysis and questioned whether the district had inadvertently favored a single bidder. The dissenting board member voiced ongoing concerns about the procurement timeline, vendor registration with the IRS and the appropriateness of rate increases and intern utilization in clinical settings.
After discussion, the board approved SAGE SoCal as the contracted provider, with the motion recorded as passing 4–1. The superintendent and staff said there would be no gap in services between the current contract’s end and the new contract start date.
The board asked staff to provide ongoing oversight and review performance metrics and to continue communicating with the community about service delivery and safeguards for students.
