Committee approves Oklahoma’s Promise cleanup while debate continues over TSET contingency

Sen. Seifried presented House Bill 4,326 as a package of technical cleanups related to Oklahoma's Promise eligibility and definitions of certified teachers. The sponsor said parts of the bill are contingent on the TSET reset reaching the ballot and on voter approval, and that other cleanups are needed now to fix gaps that affect homeschooled students and the children of certified teachers.

Committee members asked whether principals or other personnel would be included and whether the TSET‑linked provisions should remain in the same vehicle. The sponsor said she has committed to continue working with colleagues and leadership to refine who counts as certified personnel and to address coding issues in smaller districts where roles can overlap.

Sen. Petersen supported adding the sponsor’s promised changes and voted yes, while Sen. Dossa expressed discomfort with the potential funding mechanism and voted no. After debate and the sponsor's closing remarks emphasizing ongoing work and contingency for the state question, the committee approved the bill on a 6–3 roll call.

The sponsor said the bill will still require floor consideration and appropriations review and reiterated that she will continue to negotiate language before final passage.
