Committee approves new low-risk fireworks category that can be sold year-round

Senate Bill 2419 as amended was presented April 14 by Senator Stevens and the committee recommended the bill for placement on the calendar. Stevens said the bill creates a new subcategory of low‑risk fireworks and sparkling devices—examples include party poppers, snappers, smoke devices, cone and cylindrical fountains, wheels and ground spinners—that do not require full fireworks permitting but must be sold by retailers who register with the State Fire Marshal’s office.

He emphasized the bill does not affect private acts or local ordinances in effect through June 30, 2026, that prohibit or restrict fireworks sales or use. Senators asked for clarity about what types of devices are included and whether sales of these devices would be limited to the same seasonal sales windows that govern other fireworks; Stevens said these low‑risk novelties would be permitted for year‑round sale under the bill. Senator Hensley asked whether items that shoot or explode are excluded; Stevens described novelties and sparkling devices as ground‑based items and products that do not ‘‘shoot up and explode.’’

After clarifying questions, the committee voted to recommend the bill as amended for placement on the calendar.
