Committee advances bill to allow public‑private development at Cumberland Mountain State Park

Chairman Bailey explained to the State and Local Government Committee that Senate Bill 354, as amended, would authorize the Tennessee Department of Environment and Conservation (TDEC), with the approval of the State Building Commission (SBC), to enter into agreements permitting private development, redevelopment, construction and operation of facilities in Cumberland Mountain State Park.

Bailey said the measure would allow agreements that “may include provisions for the sale, lease, or other conveyance of state owned real property subject to the approval of the commissioner and SBC.” He described the plan as a public‑private partnership intended to accommodate increasing park visitors — potentially including a 33‑ to 36‑room inn and expanded conference space — while allowing TDEC to supervise construction and protect park resources.

Committee members asked about parking and veterans’ access; supporters said the proposal would enhance tourism and local economic opportunity. The committee adopted an amendment that “makes the bill,” then voted unanimously to move SB 354 to the finance committee; transcript notes the measure will later be referred to the State Building Commission for required approvals.
