He said the city arborist had visited several times and that a maintenance crew had previously ground the sidewalk where it lifted, but the issue persisted.

Committee members and staff discussed responsibility and claims procedures: staff explained that liability after a water-meter leak depends on which side of the meter is affected and that residents can file claims for damage. Chair noted he had visited the site when Emile called after a branch fell and that he had emailed Public Works and referred the matter to David Grantham for follow up. Staff said they would contact Emile, share the arborist’s guidance and include his documents in the council file.
