Chair summarized the matter: the lot had already been part of a subdivision, so the amendment was required before recording. Chair said county recorder review was complete and that the amendment was ready to be recorded. Heather confirmed the surveyor completed required work.
Commissioners discussed payment flows for recording and inspection fees. Several members cautioned against a practice where a developer pays inspection or recording costs directly before approvals, citing the risk of appearing "in bed with the approver." The chair said the city should consider paying the bill and then billing the developer to preserve arms-length review.
A motion to approve the amended subdivision plat passed and the commission noted the mayor and land-use authority would sign the recorded documents before county recording; staff will obtain signatures and return the recorded plat to the applicant.
The commission did not alter the technical survey but directed staff to confirm payments and signatures are in order before final recording.
