Committee advances state match for federal child-savings accounts amid skepticism over federal rules

Pro Tem Paxton described House Bill 40-71 as a statutory framework to coordinate a state match for the federal child-savings initiative commonly referred to in committee as the "Trump accounts." He told senators the state would add up to $250 per eligible child, and that the committee was being asked to appropriate an initial $12.5 million so Oklahoma could match the anticipated federal deposits once federal guidelines are released.

Senator Goodwin objected to the concept and the program name, arguing that the state match would come from taxpayers: "The Trump account, not I don't think this is coming out of Trump's personal bank account. I think this is coming from our purses and our pockets," Goodwin said, and announced she would vote no. Minority Leader Kurt urged lawmakers to weigh other proven investments for children, including expanded child tax credit approaches, and questioned whether the proposed match was the best use of limited state funds.

Sponsor Paxton and other supporters said the measure is intended to coordinate with federal rules and reach newborns during the relevant federal eligibility window and that the appropriation is an estimate based on births in Oklahoma. Paxton acknowledged the federal program details and guardrails were not yet finalized and said the state would match federal eligibility rules when they are issued.

The committee approved the bill 17–8. Members asked the sponsor to provide the federal rule text and any final guidelines as they become available, and to clarify implementation steps in writing before floor action.
