Manjula reviewed recent redlines to the bylaws and explained a bifurcated treasurer approach: the county treasurer (John Allen) would serve for financial management while a board treasurer would handle policy direction. After brief discussion and an acknowledgment that counsel had reviewed the draft, the board moved to adopt the bylaws; the motion passed by voice vote.
On procurement and insurance, Zach and staff described standard IGA language that lets the district use county cooperative procurement vehicles and previously solicited county contracts as “vehicles” to obtain services quickly. Zach said the IGA is similar to arrangements the county holds with cities and the state and that district staff would still perform required procurement work on their end.
The board moved to approve an insurance and procurement IGA between the Maricopa County Board of Supervisors and the Stadium District; that motion was seconded and approved by voice vote. Manjula and staff said the IGA will be routed to the county for consideration at the county board’s next meeting if the district approves it.
Board members also discussed scheduling: the board will meet every other week through May and move to a monthly cadence in June; an executive session to review the treasurer IGA may be scheduled for April 17. Members raised logistics for future stadium visits, lease negotiations and the timing of interviews for the executive director search. Several members expressed interest in serving on a subcommittee to work on financing and lease issues.
