Commission tables large window replacement at 816 Magoffin to explore muntin options

The El Paso Historical Landmark Commission voted to table a multi‑window replacement project at 816 Magoffin Avenue to give the applicant time to explore exterior muntins or other options that better align with district guidance. Staff had recommended modifications because the proposed windows include muntins placed between panes of glass rather than exterior muntins.

Staff noted the building’s guidelines require replacement windows to match the original in type, style and material where feasible and cautioned that interior‑between‑pane muntins create "a false sense of history." The staff member said the district often recommends exterior applied muntins for visual authenticity.

Bruno Vasquez, the project architect, told the commission the proposed windows were intended to match the existing mix of wood, aluminum and vinyl on the property and that some frames are deteriorated beyond repair. He said exterior applied muntins exist as an option but that that approach could affect the project's budget. "We have, and they do. But he did say that it's probably going to be outside of the budget," Vasquez said about supplier options for exterior muntins.

Several commissioners suggested a compromise: order windows without muntins and apply exterior muntins only on the main facade, or return with cost estimates. To allow the architect and owner time to consider options, Commissioner Griffin moved to table the item to the next regular meeting; the motion passed by voice vote.

The commission encouraged the applicant to provide alternatives — such as one‑over‑one windows with exterior applied muntins on the main facade — and to return with pricing so the body can weigh cost against historic accuracy.
