House rejects CCR on HB2535 after members say several counties were omitted

Representative Adam Smith described House Bill 25‑35 as carrying a one‑year extension of an apportionment formula and approvals for three counties (Labette, Leavenworth and Butler). Representative Sawyer and others noted the package did not include three other counties that had sought approval this year.

Representative WaveMaster offered a substitute motion to not adopt the conference committee report, arguing the omission of counties such as Ellsworth, Lincoln and Sheridan was unfair and vindictive. Representative Minnick apologized to Sheridan County and said local governments should be allowed to put ballot questions without having to come to Topeka for permission.

After debate, the House adopted the substitute motion to not adopt the CCR on HB2535 by recorded vote, 107 in favor and 14 opposed. Members who supported the substitute said they voted yes to allow the excluded counties more time; members who opposed said the omission was an oversight but preferred to proceed.
