County staff (S2) told the Missouri Valley Complex Committee that the fund rollover into the new year is not yet complete and that detailed numbers will take weeks or months to finalize. Staff said once rollover is complete they will present a full breakdown to the committee.
Committee members noted they have not yet received invoices from the outside planners Swenson and Hagen despite previously identifying those dollars for planning work. County staff confirmed no invoices had been processed as of the meeting. Staff also reported the complex has received special assessments "a little under $100,000," which was described in discussion as roughly $90,000 and that the county commission paid that amount out of the Missouri Valley Complex fund.
Separately, committee and county staff discussed transfer of planning oversight: the package of ETA policy and planning oversight is still being negotiated between the county and the city; county staff estimated March–April for a final agreement, at which point planning and permit review responsibilities for the complex will move to the county planning department.
Chair (S3) asked that if numbers are not ready by the next meeting the committee request a deeper breakdown at a subsequent meeting. The committee agreed to follow up when the rollover is complete.
