Pecos council tables Pecos Housing Authority PILOT request and board appointment for more information

The Pecos City Council on Thursday tabled two related items involving the Pecos Housing Authority after members asked for more information and corrected agenda language.

Assistant City Manager Nicole Ferminius told the council John Salcedo, the housing authority executive director, was not present and recommended returning the items so staff could provide answers. Council members asked how the payment-in-lieu figure was calculated, whether the Housing Finance Corporation (HFC) is eligible for PILOT and how much city revenue is at stake. Staff estimated the city portion of the taxes at roughly $10,000 but said they needed to verify the detail and the relationship between the housing authority and the HFC.

Council members also noted the agenda referenced the Pecos Housing Finance Corporation while the letter received appeared to be for the Pecos Housing Authority; one council member said returning the item would correct Open Meetings Act/agenda language. Councilman Bridal moved and Councilwoman Trujillo seconded a motion to table the PILOT request; Councilman Morona moved and Councilwoman Trujillo seconded to table the board appointment until staff provide a full packet and corrected agenda language; both motions carried by voice vote.

Staff said they will work with the housing authority and return with clarified documentation and candidate materials before taking further action.
