Parking director David Kucharski told the committee the order would raise temporary October and related resident-permit fines from $75 to $100 for the seasonal period (Sept. 15–Nov. 1) and adjust year‑round fine language. Kucharski said the change aims to better align penalties with the city’s current demand and to incentivize compliance.
Councilor King asked how often violations occur; Kucharski reported, "Last October, we issued 1,135 tickets," and added, "For the year, we issued 3,492 tickets in 2025 related to resident permit parking." He also said the department routinely rescinds tickets when residents provide proof (for example, when a resident forgot to register or entered a plate incorrectly): "We would rescind it," Kucharski said.
Councilor Andrew Smith moved to discharge the order to the full council with a positive recommendation; the motion was seconded by Councilor Happworth and, after roll call, the chair announced, "Motion carries 4 to 1." The transcript records four 'yes' votes and one absence; the committee did not record the explicit 'no' vote in the roll call.
Councilors pressed staff to make the rescission/appeals process clearer in public materials so residents understand how clerical errors are handled. The measure will proceed to the full City Council for consideration.
