Bullfinch concept for Muzzy Ford site raises rezoning and senior-housing questions

Committee member (S11) reported on a recent presentation by Bullfinch exploring redevelopment options for the Muzzy Ford property, describing an initial concept that could include retail at ground level and up to 500 residential units with one-, two- and three-bedroom plans and some 650-square-foot units.

"They are exploring the feasibility of including what he first said is including a multifamily to include senior living over 55," S11 said, and later characterized the developer's aim as a combination of uses including senior living. S11 also said the developer has begun a traffic study and that the proposal will likely require rezoning.

Board members cautioned that early feasibility discussions do not guarantee outcomes and urged attention to preserving senior-housing options. Chair (S2) warned that a prior idea to convert a school department building to senior housing had not materialized and said the town "has made it pretty clear that they don't wanna be in the real estate business now," stressing the town's limits in guiding private market outcomes.

Members flagged the financial complexity of the proposal, the need for rezoning, and the importance of ensuring senior-living remains available in town rather than being sidelined by market-rate housing. No formal action, vote or endorsement occurred at the meeting; members said they would follow the file and consult town staff as the developer's planning materials evolve.
