Johnson County authorizes SCRAM and Shadowtrack electronic monitoring contracts for corrections

The Johnson County Board of County Commissioners voted April 9 to authorize contracts with SCRAM Systems and Shadowtrack to provide electronic monitoring equipment and services for the county corrections program at a not‑to‑exceed cost of $550,000 per year.

Commissioner Ashcraft moved the authorization after corrections staff described the procurement and product differences. Rodney Weber (Corrections) said the county recommended SCRAM because the vendor is an existing provider with familiar systems and strong remote alcohol monitoring devices; Shadowtrack's SecureCup, he said, is a newer, more secure option intended for selective use with higher‑risk individuals.

"SCRAM currently is with us at this time as a vendor, so we were more familiar with that program," Weber said, adding that Shadowtrack's device can be reused more easily after detachment and may be reserved for cases involving tampering or flight risk.

Commissioners asked whether the higher cost for Shadowtrack reflected data‑security features and whether the system would be used selectively; staff confirmed those points. Chair Kelly and other commissioners framed the investment as an alternative to incarceration that can reduce jail costs and help individuals maintain employment and family responsibilities while under supervision.

The board approved the contracts by roll call, 7‑0. The contracts are one year with up to four optional one‑year renewals per RFP 2025‑040; staff said selection balanced price, existing integration and product capabilities.
