The board conducted first reading of Ordinance 2026-O6, which would change the official zoning map for certain Sanford Road parcels from agricultural to Planned Density Residential (PDR) with an R-3 base. Mayor (S1) said planning recommended the change on Feb. 24, 2026, and that the matter will receive a public hearing on Tuesday at 5:45 p.m.
Planning staff clarified that the PDR proposal in this case envisions single-family homes rather than townhomes or apartments, and that agricultural zoning currently limits dwellings to roughly one per acre unless subdivided and rezoned. A staff member explained R-1 lots are roughly one house per 15,000 square feet (about one-third acre) and that higher density requires rezoning and subdivision.
Alderman (S2) said that, in his view, the proposed change would result in about 65 new homes in a condensed area, and he questioned its fiscal benefit to the city through impact fees. “I just think it's too much out there,” he said, adding that the planning commission has worked hard on project review. Staff (S6) said the city reserved the right during future site-plan and subdivision review to require off-site roadway, water or sewer improvements if necessary, but that specifics were to be determined at later design phases.
