The Muncie Fire Merit Commission on April 9 voted to notify members that it will remove subsection 9(c) of Rule 8, a paragraph commissioners said conflicts with the rules governing promotion scoring.
A commissioner said subsection 9(c) appears to require that seniority and points be recalculated "at the time of the vacancy," while a 2009 change adopted by the American Commission clarified that scores remain as certified when a list is certified. "It's confusing," the commissioner said, arguing the paragraph should be removed to prevent candidates from being misled about how rankings are applied.
The commission directed staff to draft a notice, circulate it to members with a 30'day comment period and prepare to act at the next meeting if appropriate. The motion to issue the notice and remove subsection 9(c) was moved, seconded and approved by voice vote.
The change is procedural: commissioners said the intent is to align local rules with the established certification practice so promotion lists are stable once certified. The commission did not enact the rule change immediately; it cleared the way for formal amendment after member comment.
