The commission approved the concept plan for Willowstone Estates, a proposed 25‑lot conservation subdivision located off Clovercroft Road in the Fourth Voting District.
Planning staff (S1) said the development would total roughly 184–186 acres (staff presentation contained both figures), with 83% of the development parcels remaining as open space and about 90% of the existing tree canopy retained. Lots are planned to range from about 1 acre to 1.77 acres, producing an overall density of approximately 0.14 units per acre. Roads will be public and no turn lanes were required, staff said.
Applicant representative Joshua Denton (S6) told commissioners the plan has been tailored to available treatment capacity and that the applicant is seeking approval for 25 lots at this time; any future expansion would require a separate revision and review. Denton said the design meets current capacity and that discussions with staff have been ongoing.
Staff recommended approval with standard conditions and the commission approved the concept plan by voice vote.
