Duchesne County commissioners approved an administrative amendment to the county's Bureau of Land Management (BLM) contract and took action on multiple road-maintenance procurements during their April 6 meeting.
Staff said the BLM modification is an administrative bilateral update to align federal policy and does not change the county's scope of work. A commissioner moved to approve the amendment and to authorize signature; the motion was seconded and commissioners recorded affirmative votes, and the chair declared the amendment approved.
The commission also reviewed bids for road work. Staff reported the apparent low bid for the county's chip- or crack-seal work, and noted RoadSafe (the county's contractor last year) submitted a chip-seal bid priced at $462,500. Staff told commissioners that Peckham Asphalt appeared as the apparent low bidder for crack-seal but recommended holding that award until additional reference checks could be completed because some references provided were for parking-lot work rather than roadways. Commissioners directed staff to obtain further references and table the crack-/chip-seal award until next week.
Separately, the county received a single quantity bid for asphalt emulsions from Peak Asphalt for $1,191,161.50. Staff recommended accepting the quantity bid (the county pays only for tonnage actually used) and noted Peak Asphalt has supplied the county in recent years. A motion to approve the emulsion/binder bid was made during the meeting; staff said contracts would be prepared and posted after final tabulation.
Staff said the bid tabulation and related procurement documents will be scanned and posted to the county public-notice and procurement websites; commissioners asked staff to circulate the scanned packet to them as well.
The meeting record shows commissioners intended to finalize the chip-/crack-seal award after additional reference checks; the emulsion contract was moved forward for award. No new funding amounts or contract start dates beyond the bid figures were specified in the meeting record.
The commission is expected to revisit the chip-/crack-seal award at a future meeting pending receipt of additional vendor references and clarification of the apparent low bidder's roadwork experience.
