Commission approves two‑lot replat in south Ringo despite neighborhood objections about historic context

The Little Rock Planning Commission voted April 9 to approve a replat dividing a 0.26‑acre parcel on South Ringo Street into two lots to allow separate single‑family residences. Staff recommended approval and described the variances requested for lot width, lot area and lot width‑to‑depth ratio; staff characterized the variances as minor and supportive of redevelopment.

Neighborhood organizations and preservation advocates urged denial. A representative for the Downtown Little Rock Neighborhood Association said the proposal departs from established development patterns and risked setting a precedent for after‑the‑fact replats; Quapaw Quarter executive director Morgan Weitman said the site carried historic significance because the AE Bush House had stood there and cautioned against approval that would make future context‑sensitive preservation more difficult.

Applicant representatives said the homes under construction conform to allowable residential standards and that similar lot patterns exist nearby; they noted the housing was permitted and that dividing the lot can facilitate owner‑occupancy rather than rentals.

After questions and discussion about applicable zoning categories and historic status, commissioners voted to approve the replat subject to staff conditions and the standard report requirements.
