The Keizer Parks & Recreation advisory committee voted unanimously to adopt a draft attendance policy standardizing how the city handles board and commission absences.
The motion, offered at the committee meeting, would set a 75% calendar-year attendance threshold, clarify that chairs and council liaisons will participate in outreach to members with attendance issues, and allow remote participation in defined circumstances. Chair (voice S3) led the discussion; committee members emphasized that the change standardizes existing practice rather than imposes new penalties.
Committee members said the draft consolidates feedback from several advisory groups. “We consolidated all of your bulleted points with feedback from the other committees,” the clerk (voice S1) said while walking through the packet edits. Councilor Colter (voice S4) reminded the group that removal authority for committee members remains a city council action: the committee’s resolution already references that members may be removed by a two‑thirds city council vote, and the planning commission is governed by ordinance rather than resolution.
A committee member moved to adopt the draft policy as presented (referencing pages 11–12 of the packet); the motion was seconded and put to a voice vote. The chair called for the vote and announced the motion passed unanimously. The committee agreed the updated language would be incorporated into committee resolutions and forwarded to city council for formal adoption as applicable.
Next steps: the committee scheduled an interim meeting on April 16 to finalize a separate volunteer recruitment video and said the attendance policy language would accompany the packet materials prepared for city council consideration.
