The Oswego Planning and Zoning Commission voted to recommend approval of the preliminary and final PUD for Harrison Square, a proposal to repurpose an existing industrial building at 174 South Harrison Street into multi‑tenant commercial space, add small retail shops and create a recreational area with a pavilion for food trucks.
Rachel (staff) explained the plan is consistent with the village comprehensive plan’s call to transition auto‑oriented and industrial uses to more pedestrian‑friendly commercial uses, and noted planned streetscape improvements on South Harrison Street will support the development. Staff recommended approval and said the plan had been reviewed as a concept previously and had not changed substantially since that review.
Attorney Scott Richmond, representing the applicant US Contracting Services LLC, said the developer would consider alternate plantings at staff’s request after a commissioner raised concerns about a tree species that may be restricted after 2028. Commissioners expressed support for the project as consistent with downtown character.
The commission moved to accept the findings of fact and recommend approval; the motion carried by roll call. Staff and the applicant will continue technical and landscape coordination as required by the PUD review process.
