Committee hears testimony for Julie Vogler’s nomination to the Regulatory Commission of Alaska

Senator Giesel, chair of the Senate Resources Committee, opened a confirmation hearing April 8 for Julie Vogler, who said she was appointed by Governor Dunleavy on March 11, 2026, to a six‑year term as a commissioner on the Regulatory Commission of Alaska (RCA).

“For the record, Julie Vogler, RCA commissioner,” Vogler said and summarized her background, telling the committee she earned bachelor’s degrees in finance and accounting from the University of Alaska Anchorage and has over 21 years of regulatory experience at the RCA, including roles managing the Power Cost Equalization program and serving as lead legislative liaison.

Sen. Clayman asked how Vogler’s on‑the‑job experience would translate into decision‑making as a commissioner; Vogler replied that working across different utility types and filings has given her the understanding needed for the role. Chair Giesel also reviewed statute changes enacted by House Bill 307 (2024), noting updated commissioner qualifications and an increase in the pay range to Range 29.

Chair Giesel opened public testimony on the appointment, and no one in the room or online spoke for or against Vogler. The chair instructed staff to circulate the committee’s written hearing report for member signatures; the report submitted to the record lists the appointment date as March 11, 2026, with a term expiring March 1, 2032.
