Senator Stanley introduced House Bill 3078 as a request from ODVA to permit state executive-branch agencies, boards and commissions to implement an optional donation feature on payment forms so individuals can direct voluntary donations to the Oklahoma Department of Veterans Revolving Fund. He said the change would apply to a range of transactions including driver's licenses, vehicle registrations and hunting and fishing licenses.
Senator Petersen asked whether the proposal would divert income-tax proceeds or simply add an additional donation option. Senator Stanley replied the feature is "strictly voluntary," would go to the ODVA Revolving Fund, and would be used for ODVA operational purposes; he emphasized the bill does not ask for appropriations or new taxes.
The committee closed debate after brief supportive remarks about ODVA's work, held a roll call and the presiding officer announced the vote as 7 ayes and 0 nays, declaring House Bill 3078 passed.
