The House Commerce Committee on its final calendar added amendment 16775 to House Bill 794 and voted the bill forward to finance.
Vice Chairman Bricken explained the amendment had been attached and gave the floor to the sponsor, who said the measure reflects a negotiated compromise with the City of Memphis Public Works and the West Tennessee Home Builders to allow builders to access existing sewer infrastructure in Shelby County. The sponsor said the amendment ‘‘was determined that it needed a little bit of marinating’’ and that parties had worked together to produce the compromise.
The committee opened the board for a recorded vote; the clerk announced 20 ayes and no nays. Vice Chairman Bricken declared House Bill 794 passed and sent to finance. The sponsor noted the bill had been referred from the state and local committee earlier in the process.
No members recorded substantive opposition on the public record and no fiscal note or implementation timetable was discussed during the committee exchange. The committee did not read the full amendment text into the record during discussion.
