At a Jan. 30 work session, Millville City commissioners previewed several resolutions and personnel changes that will appear on a future public agenda, including procurement, appointments and housekeeping corrections.
Commissioner Ranallo said the purchasing agent will be authorized to award a purchase order for an F‑250 truck for an amount not to exceed $61,288.81, to be paid from UEC grant funds. “This truck will be used for the clean team,” he said, adding the city plans to hire two staff to operate it and clear debris across the UEC district.
Mayor Dixon announced Joe Cauci — previously the city’s full‑time business administrator — will move into a dedicated economic‑development role and “be the face of business in the city.” Dixon praised Cauci’s fit for the position and said the role is central to the administration’s plan to grow the tax base.
Commissioners also discussed mandatory representation on the JIF fund commission (naming Roy Bitterman as municipal representative and Pamela Shapiro as alternate) and reappointments to the housing authority for Jennifer Henley and Kim Barfield, with terms described in the packet as expiring in 2030. A resolution to renew a local towing operator’s city license was mentioned as a routine, consent‑style item.
Separately, the city solicitor told commissioners that several Class‑4 Planning Board appointments had been made with non‑standard expiration dates and recommended rescinding those appointments and reissuing resolutions to place terms on the standard Dec. 31 cycle; commissioners agreed to notify the affected members before placing corrective resolutions on the agenda.
These items were discussed in the work session for transparency and to allow staff to finalize language; no final votes adopting these resolutions were recorded during the session.
