Board counsel summarized conditions for resolution 25-20, including compliance with the Van Cleef engineering report (May 12, 2025), installation of an acoustic dampening enclosure for a standby generator with cut-sheet review by borough staff, limited interim use of frac tanks only for emergency needs, site restoration and paving of the paper road within areas the applicant controls, and landscaping coordinated with borough staff. Counsel said these commitments were accepted by the applicant and will be subject to borough field review after implementation.
The hazard vulnerability assessment amendment (resolution 25-21) was memorialized following prior public hearings and presentation by the land use consultant; the board voted to adopt the resolution and close the matter on the record.
Both resolutions were moved, seconded and approved on the record; counsel confirmed a signed copy of the housing-element resolution (separately adopted earlier) would be transmitted for filing within the statutory timeframe.
What happens next: applicant obligations under resolution 25-20 will be subject to borough engineering review and field verification; the hazard vulnerability assessment is now part of the borough's master plan record.
