Commission approves $320,000 in GTOPS Core grants to eight local organizations

Dan, a city staffer who led the GTOPS process, told the commission the GTOPS Core cycle closed with final scores and that the commission is recommending eight organizations for $40,000 each, for a total of $320,000.

"It is a $40,000 award this year, increased from a cap or cap of 35,000 from last year," Dan said, describing the program as the largest digital-inclusion grant pathway his division manages. He said the nine-to-eight-award decision depended on applicant requests and that program goals include device distribution, Internet access projects and digital-skills training.

Dan listed the recommended awardees and brief project descriptions: Austin Speech Labs (digital navigators for stroke survivors); ArtsPark (digital storytelling and podcast training for people with disabilities); American Youth Works (paid industry-aligned pre-apprenticeships and wraparound supports); Avance Austin (career navigation, mobile computer lab and device distribution); Hispanic Alliance for the Performing Arts (technology access for young musicians); Hindu Charities for America (AI-ready digital career pathway and mentorship); Global Impact Initiative (laptops, LTE hotspots and a bilingual digital-literacy curriculum for refugee youth); and People’s Community Clinic (six-week digital-literacy course in English and Spanish with device distribution).

Dan described the review process: 33 applications were received, 28 moved to the review phase, panels were convened, and a small number of panelists dropped out or recused themselves during scoring. He said a public memo with final details will be circulated once cleared by the city’s PIO and marketing teams.

Commissioner Combi moved to approve the recommended awardees; the motion was seconded and the commission approved the recommendations by voice vote.

Next steps include finalizing and publishing the memo about award decisions and the staff-led announcement to applicants and the public. Dan said staff expect to send award notifications and respond to any protests during the program’s protest/adjudication period.
