Yanceyville council approves camera/security contract and a new streetlight; amends budget calendar

Town Manager Kamara Barnett presented quotes for security and camera systems for the Municipal Services Building and said the annual monitoring fee would be $250. Councilman Brian Massey moved to approve the quotes from River Street Networks and accept option two of the camera system for expansion; Mayor Pro Tem Odessa Gwynn seconded and the motion passed unanimously.

Barnett also presented a Duke Energy streetlight quote for near 500 Kimbro Road, Blanch. She said the quote showed a projected increase of approximately $11.80 to the town’s monthly streetlight bill if the council approved the placement. Councilman Massey moved to place the streetlight near that address; the motion was seconded by Councilman Keith Tatum and passed 3–1, with Mayor Pro Tem Gwynn opposed. During the discussion Mayor Foster asked that placement decisions be applied consistently across town and directed staff to draft a written streetlight policy for future requests.

Barnett asked council to amend the budget calendar because she and Mayor Foster will attend the North Carolina League of Municipalities City Vision conference April 26–28; the council agreed to move the Enterprise Fund review from April 26 to April 25 at 11 a.m. and the motion passed unanimously.

Council also approved a shift to optional face coverings in town facilities with a recommendation to wear masks if social distancing cannot be maintained.
