Council approves Buena Vista property sale, Alea landscape plan and two RAP tax awards

The Washington City Council took several formal votes during its April 8 meeting.

Buena Vista Triangle property disposition: The council approved the disposition and sale of approximately 0.178 acres at Lot 4 of the Buena Vista Triangle (around 405 East Buena Vista Boulevard). Councilman Coates moved to approve; Councilman Belliston seconded. The motion passed unanimously, 5–0.

Alea landscape plan (site plan review): The council reviewed a revised landscape plan and phasing schedule for the Alea development on Washington Fields Road. Developer Sean Colarusso told the council the project team expects to select a contractor in May and that landscaping obligations for inherited phases total roughly $500,000. The council approved the landscape plan with conditions tied to the phasing and timeline (motion by Councilman Ivy; second by Councilman Belliston). Vote: 5–0.

Encore Performing Arts (RAP-tax request): Encore requested $10,000 to fund senior productions and scholarships. After debate about whether funds could be stipulated for Washington City residents and how scholarships could be administered under state rules, a motion to grant $5,000 earmarked for Washington City scholarships failed on a 2–3 vote. A subsequent motion to award $2,500 specifically for scholarships for Washington City children passed (roll-call recorded: Coates Aye; Ivy Nay; Caspersen Nay; Belliston Aye; Henderson Aye).

Washington City Arts Council (RAP-tax request): The council approved a $10,000 allocation to the Washington City Arts Council for gallery exhibits, an expanded artisan holiday market and workshops. The motion passed unanimously.

Council recorded the roll-call votes for each item and directed staff to coordinate to implement the grants and to work with applicants to document scholarship recipients where required by stipulations.
