Representative Bartels told the rules committee the conference committee for CCR 13-43 codified existing practice requiring notification to the National Incident Management System for National Guard deployments, to ensure local officials receive timely notice.
The presenter also described new language from the state police (ISP) that, he said, creates limited waivers to certify out-of-state law enforcement officers. “If you have been a law enforcement officer in another state that you've passed their academy have that accreditations and have spent 10 years in law enforcement, that satisfies any deficit in the number of hours of our training in our state,” Bartels said, describing the criteria included in the report.
A committee member noted the ISP language had not passed either chamber previously; Bartels acknowledged the language was new to this chamber’s filing. After discussion, a motion to provide the conference committee report for HB 13-43 for member distribution and hold it for one hour was approved on a roll call (the clerk recorded the motion passing 6–3).
