Keith Henry, Bartlesville’s director of public works, told the council that Replenish — the nonprofit operator that has run the city’s drop‑off recycling site since September 2021 — recently informed staff it plans to stop operating the facility at the end of April. "They notified us that, hey. We're gonna shut the facility down... April 30," Henry said during the council update.
The city issued a request for proposals to find a new operator but received no submissions that met the stated requirements, Henry said. He described a handful of local companies and organizations that have expressed interest in informal conversations but had not submitted a formal RFP in time.
City Manager (acting) told the council that the economics of local recycling are difficult: "We operated recycling at a cost of about $80,000 a year," he said, adding that market revenues for recycled materials are generally insufficient to sustain operations without outside funding or grant support.
Staff said they are continuing to pursue multiple paths: negotiating with local recycling firms, discussing support roles for community groups (including the Boy Scouts), and assessing short‑term alternatives to keep a drop‑off service available. Henry cautioned that the city has not yet received a final confirmation that Replenish will close on the April date and that some service interruptions remain possible.
