Senate advances youth reentry bill after committee changes to narrow scope and address fiscal concerns

Senator McKinney described LB 9 62 as a coordinated approach to youth reentry that begins planning at admission, provides individualized transition plans, and leverages credible‑messenger mentoring. He said the bill focuses on housing stabilization, education reentry, employment planning, Medicaid continuity and family engagement without requiring a new general‑fund appropriation.

The judiciary committee offered AM 26‑83, a white‑copy amendment that narrowed eligible populations and simplified program design to ensure the proposal could operate within existing agency resources. Committee chair Senator Bossen said the amendment was developed with the courts, Department of Health and Human Services, and the Department of Education and that it eliminated the bill’s fiscal note.

Senator McKinney offered two friendly floor amendments at the request of DHHS to clarify implementation language; both were adopted. The body adopted AM 30‑65 and FA 11‑52 and then approved AM 26‑83; the final recorded advancement vote was 41 ayes, no nays.

Advocates said the effort aims to reduce recidivism by improving coordination and supports during critical transition windows. Sponsors emphasized the bill uses existing resources and narrows scope to ensure practicability.
